What are you actually paying for?
Labour, almost entirely. Technical fixes, content writing, editing, publishing, reporting and account management. Tools are a small fraction of a typical agency's cost base.

Is a cheap retainer worth it?
Sometimes, if the scope is honest. A low retainer buying two articles a month and a quarterly check-in can be fine for a business with modest ambitions. The failure mode is a low retainer sold as a full programme, where the maths never worked.
Ask what is produced each month, in units. If the answer is vague, the delivery will be too.
What should be in any agreement?
Deliverables in countable units, who owns the content and accounts, what reporting you get and how often, and notice period. Ownership matters most: content and ad accounts should be yours, not held in the provider's workspace.
